Project Services Manager (Remote w/Site Visits)

As Project Services Lead based in the LA office with occasional travel to vendor sites in Houston etc. , you will play a critical role in The Bahamas Project (LNG storage and Regasification terminal) currently in Execute Phase for a Major Oil & Gas company. The candidate should have a minimum of 15 years’ experience in Oil & Gas and LNG storage and Regasification Projects. You should have a degree in Engineering, or proven track record for more than 20 years. What? The Project Services Manager (PSM) is responsible for the overall Project Services function of the project (Cost Estimating, Cost Engineering, Scheduling/Planning, Risk Management, Change Control & Contract Management), including the following: Responsibilities: Develop and implement the Integrated Project Controls Plan (PCP) Ensure the Project Work Breakdown Structure (WBS) is aligned throughout Project Controls, C&P and Finance functions. Develop and implement the current phase Work Breakdown Structure (WBS) and GSAP WBS Network structure and Cost Breakdown Structure (CBS) in accordance with financial guidelines. Set up and oversee a robust integrated reporting structure which is based on measurable work quantities and deliverables. Obtain and retain Project Services resources for the projects, as needed. Provide overall total Project Services management for the project to ensure that the current phase of the project is carried out within the funding budget and schedule parameters. Analyze and report contractor schedule progress and performance, based on input from Contractors & the Planning/Scheduling Lead. Analyze and report contractor cost progress and performance, based on input from Contractors & the Cost Engineering Lead. Provide coordination of project services team functions in preparation of assurance reviews, benchmarking, and Post Project Implementation Assessment. Oversee implementation of the project controls requirements in the EPC/EPCM and subcontractors. Develop and implement the monthly project status reporting templates for the current phase in accordance with Company guidelines. Produce monthly project status and KPI reporting. Review and approve monthly project reporting components received from other project team members prior to report out to project management. Set up and lead monthly Project Controls meetings with Project Services members, consisting of updates on Cost, Schedule, and Risk. Set up and facilitate monthly project controls report-out meetings with Project Management members, consisting of updates on Cost, Schedule, and Risk. Participate in weekly project leadership team and other meetings as needed and appropriate. Liaison and work closely with the EngCoCz Global Project Services Lead (LNG and Refinery Conversions), Shell T&S Project Manager, Finance, Contracting & Procurement leads / representatives, and the EPC/EPCM/construction (sub)contractors’ project controls representatives. Request and facilitate, but not perform, audits of contractor(s), as and when required. Provide input to the periodic probabilistic Cost Schedule Risk Analyses. Ensure Owners in-house activities & reporting, on a monthly basis, is maintained. Liaison & interface with JV Partner as required. Qualifications: Minimum of 15 years of experience as a project control/services lead within the Oil & Gas LNG & regasification projects. Bachelor’s degree in Engineering, or proven track record as a Project Controls/Services roles for more than 20 years. Strong understanding of project controls, scheduling techniques, and project management principles. Must have strong Owners experience in Cost Engineering and Planning & Scheduling. Familiarity with Engineering, Procurement, Construction, and Commissioning activities. Excellent verbal and written communication skills, with the ability to interact effectively with diverse teams and senior management. Strong analytical and presentational skills with the ability to identify, analyse, and resolve cost and scheduling issues in real-time. Expert capability in P6, SAP & MS tools. Fluent in English
