Position
We are seeking a dynamic GIS Manager to transform the City's Geographic Information Systems from a support tool into a strategic cornerstone of municipal operations. As the architect of our spatial data environment, you will lead the charge in shifting our GIS program toward a proactive, service-tier model that empowers departments-from Public Works to Public Safety-with real-time, high-quality data.
This role is perfect for a leader who is equally comfortable talking high-level strategic planning and diving into technical geodatabase architecture with IT partners.
In this role, you will:
Lead the evolution of the City's GIS by establishing a formal service catalog, intake processes, and performance metrics that demonstrate clear value to the community.
Partner with Public Works to ensure our utility datasets (water, sewer, streets) are pristine. You'll oversee the integration of as-built records into Esri ArcGIS and Cartegraph, ensuring our field crews have the most accurate info at their fingertips.
Develop and execute a multi-year GIS strategy that anticipates the needs of a growing city, focusing on capital planning, transparency, and resident experience.
Manage the City's Esri ecosystem (ArcGIS Enterprise, Online, and Pro), overseeing system upgrades, automation, and the development of mobile solutions like Survey123 and Field Maps.
Supervise and mentor a talented GIS team, while serving as a key collaborator with the IT department to ensure secure and reliable hosting environments.
Our next leader will have: Comprehensive understanding of enterprise GIS design, spatial database management, and data governance.
Proven ability to manage, develop, and evaluate staff, fostering a culture that is both collaborative and service-oriented.
Experience with GIS integration in municipal workflows (specifically asset management/work orders) and automation tools.
The ability to bridge the gap between complex technical workflows and practical citywide applications.
Major Areas of Accountability
Develop and execute a multiyear GIS strategic plan aligned to City goals (asset management, capital planning, public safety, transparency, and resident experience).
Shift the program from reactive requests to proactive planning by establishing a service-oriented approach that includes service tiers, intake/prioritization, and performance metrics.
Provide leadership for the City's GIS platform, including Esri ArcGIS Enterprise and ArcGIS Online, and oversee system administration, version upgrades, and platform improvements.
Partner with the City's Information Technology (IT) Department to ensure secure, reliable hosting environments.
Oversee accurate geospatial datasets for utility and infrastructure (water, sanitary sewer, stormwater, streets and other public works assets). Manage the City's as-built/record drawing program, including standards, review, and integration of approved as-built data into GIS to ensure timely accurate updates that support asset management, operational needs, and long-term infrastructure planning.
Implement data governance, quality assurance/quality control workflows, and metadata standards.
Lead and advance automation of geospatial workflows and process improvement opportunities.
Collaborate with IT and City departments/divisions to integrate GIS with other systems.
Develop and administer operational and executive dashboards, as well as field/mobile solutions (Field Maps, Survey123, Experience Builder) and support integration with the City's asset management system (Cartegraph) to streamline inspections, work orders, and capital planning.
Establish a GIS service catalog, request intake process, and success measures, including reporting quarterly on delivery, adoption and value.
Provide consultation and training to departments/divisions, enabling safe self-service mapping and analytics while protecting data integrity.
Lead, mentor, develop and evaluate GIS staff, including the current team, and guide future staffing or role adjustments as needed.
Manage consultants and vendors, including overseeing contracts, licensing, and procurement for GIS technologies and services.
Develop and administer the GIS budget (licensing, hardware/software, training, and professional services).
Ensure compliance with records retention, accessibility, and cybersecurity standards in coordination with IT and City policies.
Coordinate with regional partners and agencies on data sharing, standards, and joint initiatives.
KNOWLEDGE/SKILLS/ABILITIES Strong understanding of GIS principles, system design, and geospatial analysis, including working knowledge of the Esri Platform (ArcGIS Enterprise and ArcGIS Pro, ArcGIS Online).
Practical understanding of GIS applications in municipal operations, including public works, community development, public safety and parks.
Experience supporting or integrating GIS with municipal asset management systems (Cartegraph) to improve field workflows, work-order management, and infrastructure planning.
Comprehensive knowledge of enterprise geodatabase design, spatial database management, and data governance practices (QA/QC, metadata).
Ability to oversee the direction, development and implementation of enterprise GIS solutions and citywide mapping applications.
Familiarity with privacy, data management, and compliance considerations relevant to public-sector GIS.
Working knowledge of automation, scripting, and workflow optimization using tools such as Python, ModelBuilder and Arcade, with a general understanding of integration patterns.
Experience supporting mobile and web GIS solutions (field data collection, dashboards).
Ability to collaborate with IT on system integrations, cybersecurity and related enterprise technologies.
Proven ability to lead, mentor and develop staff; build strong working relationships; and foster a collaborative, service-oriented team culture.
Strong communication skills, with the ability to translate technical concepts into clear information across multiple departments/divisions.
Ability to balance long-term strategic vision with day-to-day operations.
Experience with project management, prioritization, scheduling and delivery of GIS initiatives across multiple departments/divisions.
Ability to manage vendors, consultants, contracts, licensing and technology procurement.
Qualifications Bachelor's degree in Geographic Information Systems, Geography, Computer Science or closely related field.
Five to seven years of progressively responsible GIS experience, including administering Esri enterprise platforms and delivering solutions for municipal/public works use.
Two to three years of supervisory or formal team-lead experience (people leadership, coaching, performance management).
DESIRED QUALIFICATIONS Experience leading an enterprise GIS platform, including ArcGIS Enterprise.
Experience in municipal utility infrastructure and asset/work-order support.
Experience with workflow automation and scripting.
Geographic Information Systems Professional (GISP) Certificate.
Master's degree in a related field.

DEFERRED COMPENSATION : Employees are able to designate and set aside a part of income on a tax-deferred basis.
