Description
Under general supervision, performs work related to managing the functions of a centralized parts and inventory operation in a rail transit environment including receipt, storage, and distribution of parts and materials from the District's inventory; conducts inventory control to ensure materials are available for facilities, fleet, and railroad maintenance projects, including multiple locations; and performs related duties as assigned. Must be able to work off shifts.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Inventory Manager and MMS Manager Exercises no supervision over staff.
CLASS CHARACTERISTICS
This is a fully qualified journey-level classification responsible for independently performing technical duties in support of the District's parts distribution and inventory control functions. Oversees the purchasing process including requisitioning, receiving, issuing, storing, and tracking supplies and equipment related to railroad operations. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.

Ø Oversees the day-to-day warehousing, stocking, and inventory functions of the District; operates warehouse facility; stocks and maintains supplies as ordered for operation; prepares requests for bids for parts and materials and reviews bids, as directed.
Ø Prepares purchase orders to replenish stocks; contacts vendors requesting quotes; prices, specifications, and delivery; writes requisitions for needed items or materials; acts as a liaison with vendors and suppliers; educates vendors and suppliers regarding SMARTs purchasing policies and procedures; and places orders, as authorized.
Ø Receives inventory shipments; examines supplies and materials received to verify accuracy according to shipping documents, purchase orders, and related documents; determines quality of shipment, damage, or other unsatisfactory conditions, and accepts or rejects shipments.
Ø Operates warehouse equipment such as a forklift; loads and stocks shelves and material pallets; operates trucks as needed to distribute supplies to maintenance centers.
Ø Maintains inventory tracking systems; develops or determines space allocations for various materials or products; monitors stock and availability to ensure timely access to essential materials, parts, products, and equipment.
Ø Operates personal computer and related inventory software; inputs material specifications and products.
Ø Establishes parts and equipment stocking objectives and needs for the District; monitors stocking status and supplies and determines reorder points and needs.
Ø Manages parts warranty administration, quality control rejects, and repairs.
Ø Reports on failures of components.
Ø Safely operates material lifting equipment and other warehouse equipment.
Ø Ensures the work environment is safe for employees; ensures warehouse area is clean and orderly; manages waste or scrap materials.
Ø Observes and complies with all District and mandated safety rules, regulations, and protocols.
Performs related duties as assigned.
Requirements
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
Ø Equivalent to completion of high school; and
Experience:
Ø Two (2) years of experience in performing parts and inventory control or related duties.
Licenses and Certifications:
Ø Possession of, and ability to maintain, California Class C driver's license.
Ø Possession of, or successful acquisition within sixty (60) days of employment, a valid forklift operator certification, and ability to maintain throughout employment.
Knowledge of:
Ø Principles and practices of railroad and fleet inventory maintenance and storekeeping.
Ø Basic principles, practices equipment, materials, and tools used in maintenance and repair of railroad fleet and vehicles.
Ø Names and uses of parts, tools, and supplies related to mechanical, train, and equipment maintenance and repair.
Ø District purchasing and supply ordering policies and procedures.
Ø Applicable federal, state, and local laws, codes, and regulations.
Ø Occupational hazards and safety equipment and practices related to the work.
Ø Principles and procedures of record keeping and reporting.
Ø Safe driving rules and practices.
Ø Purchasing and warehousing processes and procedures.
Ø Shipping and receiving processes.
Ø Operation of warehouse stocking and moving equipment including forklifts.
Ø District and mandated safety rules, regulations, and protocols.
Ø Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and District personnel.
Ø The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
